Come January 2002, Police Commissioner Raymond Kelly nominated O’Looney as the NYPD’s deputy commissioner of public information. In that position, he was the department’s major spokesman and senior advisor to the police commissioner. Two weeks after his appointment, O’Looney was assigned a very huge task of negotiating a calm resolution to a hostage standoff at Manhattan’s 19th Police Precinct on the Upper East part. A shooter had gotten a detective hostage in the interrogation room and ordered to meet with a reporter. O’Looney, a former reporter who still held his business cards from his past job, posed as a reporter, and after four hours of intense talk, the gunman let the detective go unhurt.
